THE DIARY OF AN ASTUTE LEGISLATOR , HON. BARR OTOBONG BOB, DURING THE LAST ONE YEAR IN OFFICE.

 The height of accomplishment in a given democratic governance is undoubtedly, a function of  effective representation demonstrable in terms  of  human capacity development as well as  societal growth and development . Under his legislative advocacy for the good people of Nsit Ubium State Constituency in the state House of Assembly, Hon. Barr. Otobong Bob had, in the last one year displayed rare leadership potentials in his pragmatic and sterling leadership style where his constituents have been given quality, effective and efficient representation.


As part of his achievements this past one year, it is on record that Hon. Barr Otobong Bob has sponsored sensitive bills on the floor of the legislative Assembly to include :

* A Bill for a law to establish Akwa Ibom State security trust fund.

* A Bill for a law to provide for the preservation , protection and restoration of historical properties and cultural heritage site in Akwa Ibom State and for connected purposes.

He has also moved the following motions which are receiving the attention of government agencies:

* A motion to relocate  the dumpsite at Uyo village road.

* A call for immediate  take-over of Ndukpoise Ubium health centre by Akwa Ibom State Government from the Catholic Mission.

* A Clarion call to stem the tide of quackery in Akwa Ibom State health sector etc.

In addition to these, he has co-sponsored the following bills:

*  A bill For a law to establish Akwa Ibom State Tourism, Arts And Culture Endowment Fund and other allied purposes.

* A bill for a law to establish the Akwa Ibom State Bureau of Public Procurement and Budget monitoring for the conduct of public procurement in the State and for other matters connected therewith.

* A bill for a law to establish Akwa Ibom State College of Science and Technology, Nung Ukim, Ikono 2019.

* A bill for A law to make provision for the establishment of Akwa Ibom State Environmental Protection and Waste Management Agency and other matters connected therewith.

* A bill for a law to appropriate monies out of the Consolidated Revenue Fund and Capital Development Fund to the service of Akwa Ibom State Government and for other matters connected therewith.

*  A bill for a law to establish Akwa Ibom State School of Health Technology for training of various health professionals in the State and for other matters connected therewith.

* A bill for a law to establish the Akwa Ibom State Sports Development Fund and for other matters connected therewith.

* A bill for an act to establish Akwa Ibom State lottery Board.

* A bill for a law to establish Akwa Ibom state parks and gardens agency and for connected purposes.

* A bill for a law to make provision for the Establishment and Administration of Customary Courts and for Related matters.

* A bill for a law to regulate the Business of Scrap Metal Dealers and Similar Goods and for other matters connected thereto .

* A bill to establish the Akwa Ibom State Neighborhood Safety Corps Agency for the Regulation and Control of the Safety Corps Activities, to Assist Security Agencies in maintaining Law and Order in Akwa Ibom State and for Connected purposes.

* A bill for a law to regulate Free Basic and Compulsory Education and other matters connected therewith.

* A bill for A law to protect the Physically Challenged Persons against Discrimination and other purposes connected therewith.

* A bill for a law to provide for the Control of Physical/Urban and Regional Planning Activities, the Establishment of Urban and Regional Planning Agency and Area Planning Authorities in Akwa Ibom State.

* A bill for a law to impose an Education Levy to be used in Accelerating and Enhancing the Educational Development of the State and for other matters connected thereto.

* A bill for a law to provide for free tuition and examination fees in public primary and secondary schools in Akwa Ibom State and for related matters.

* A law to provide for the Preservation, Protection and Restoration of Historical properties and cultural Heritage sites in Akwa Ibom State and for connected purposes.

* A bill for a law for the establishment of Akwa Ibom State Oil Mineral Producing Areas Development Commission and for other matters connected therewith.

* A bill for a law to make provision for theEstablishment and Administration of Customary Courts and for related matters.

 In the area of human capacity development, it is no news that  recently, Hon. Barr. Otobong Bob had extended his empowerment program to more than hundred widows across the ten political wards in Nsit Ubium local government area. In this regard,
financial aids and other material benefits were distributed to them accordingly.
Also, he facilitated agro allied program for the youth of Nsit Ubium and the distribution of palliatives to his constituents during the period of the lockdown. That was aimed at cushioning the effects of the lockdown caused by the  COVID 19 pandemic in his Constituency and that also projected the fact that Hon (Barr) Otobong Bob has the welfare of his people at the forefront of his representation.

 While the global fight against the Covid19 pandemic lasts, Hon Barr Otobong Bob, whose focus is geared towards the protection of the lives and property of his constituents, made huge effort on cushioning the effect of the lockdown through the distribution of relief material and cash donations to his people.

Also,  as part of his campaign promises, Hon (Barr) Otobong Bob has drawn the attention of government to the dilapidated classroom block at St Fabian's Primary School, Ndukpoise. Today, renovation work on the building is in progress. He also drew government's attention to the collapsed Nung Obong bridge which has cut off the people of the area from their kith and kin.

  Apart from his well mapped out scholarship scheme for deserving young men and women of his constituency who are in tertiary institutions, Hon Barr Otobong Bob, in his magnanimity, recently called on the State Government to extend financial assistance to students of the state origin in institutions of learning across the country.

 While his tenure lasts , Hon. Barr Otobong Bob along side his parliamentary  colleagues is committed to ensuring that dividends of democracy  are evenly distributed to the masses through the collectivity of sound and rational regulations by the legislative Chambers of the state .
